    "Vehicles" having all of the following:

    • # a.

      manufactured or fitted with materials or components to provide ballistic protection equal to or better than level III (NIJ 0108.01, September 1985) or "equivalent standards";

    • # b.

      a transmission to provide drive to both front and rear wheels simultaneously, including those vehicles having additional wheels for load bearing purposes whether driven or not;

    • # c.

      'Gross Vehicle Weight Rating (GVWR)' greater than 4,500 kg; and

    • # d.

      designed or modified for off-road use;

  • # 2.

    Components meeting both of the following descriptions:

    • # a.

      specially designed for "vehicles" specified in ML6.b.1.; and

    • # b.

      providing ballistic protection equal to or better than level III (NIJ 0108.01, September 1985) or "equivalent standards";
